Last week, I posted a short blog discussing the new category of violent offenses as defined by G.S. 15A-531(9). The post includes a chart of qualifying offenses for those who might find it useful. This week, I have two additional resources to share:

Bulletin on House Bill 318

I recently published a bulletin titled “Detention of Noncitizens: Understanding North Carolina Law on Immigration Detainers.” The bulletin details the statutory changes enacted by S.L. 2024-55 (H 10) and S.L. 2025-85 (H 318) and answers some frequently asked questions related to the implementation of these laws. If you are interested, the publication is available for free and can be downloaded here.  

2025 Legislative Summaries

The criminal summaries for this legislative session are now available and can be accessed here. As in past years, the document covers legislation affecting criminal law (including offenses appearing in non-criminal chapters of the General Statutes), criminal procedure, and motor vehicle law. Each summary provides a brief description of the act in question along with a link to the text of the act and, where available, links to blogs my colleagues and I wrote. Be sure to note the effective date of the legislation, which is indicated in connection with each summary.

The General Assembly is scheduled to reconvene before the year is out, but it is uncertain whether the legislators will take any votes affecting any of these subject areas. In the event that they do, the summary document will be updated accordingly.
