		<description><![CDATA[Jeff, the current statewide warrant system, NCAWARE, makes distinctions for many offenses that are not a seperate statute, so that it will facilitate wording the the charge correctly.  Also, federal UCR (Uniform Crime Reporting) guidelines have always drawn a distinction for larceny of a motor vehicle.

State statutes are typically out of step with UCR guidelines.  Our state, and many others, considers that a type of burglary, but UCR considers it a type of larceny.

Then, there&#039;s the distinction between motor vehicles and other vehicles that can get lots of people confused.  So, I&#039;m all for keeping it simple and leaving virtually all thefts under a single statute.]]></description>
